Libya does not rule out force against rebels-official
TRIPOLI Feb 28 (Reuters) - Libya will attempt dialogue with rebel cities before it uses military force, deputy foreign minister Khaled Kaim told a news conference on Monday.
Asked if Libya could use military force to retake rebel-held cities, he said: "We will wait until all other attempts are exhausted.
"If all attempts and efforts for dialogue ... are exhausted, a very well guided force will be used in accordance with international rules." (Reporting by Maria Golovnina; Writing by Marie-Louise Gumuchian)
