NOTE: Mothballing involves postponing operations until market changes improve profitability.
Deep mothballing is long-term closure of a plant without full decommissioning. Shallow
mothballing is the short-term shutdown of a plant with the expectation it could generate again
in six to 12 months. Partial mothballing refers to the temporary closure of some of a plant's
generating units to reduce its output.
