G8 draft warns Gaddafi but ignores no-fly zone

PARIS, March 15 (Reuters) - G8 foreign ministers will warn Libyan leader Muammar Gaddafi of the “dire consequences” of failing to respect the basic rights of his people but will stop short of recommending a no-fly zone, according to a draft communique seen by Reuters.

The draft, which could still be altered before its release following ministerial talks in Paris, calls on the U.N. Security Council to increase pressure for Gaddafi to leave, including via economic measures.

An initial paragraph calling for measures including a no-fly zone was removed and ministers were expected instead to welcome the fact the U.N. Council was considering a range of measures to protect Libya’s population from attack by Gaddafi’s forces.

A delegation source said earlier that Germany and Russia had blocked any reference to a no-fly zone. (Reporting by Tim Hepher, John Irish, Vicky Buffery; editing by Mark Heinrich)
